RE: The tariff classification of rags from China.

Dear Mr. Arnam:

In your letter dated May 9, 2002, on behalf of Textus USA, Inc., you requested a tariff classification ruling.

You have submitted four samples of new rags. They are unbleached and bleached 100 percent cotton knit fabric panels and are of varying lengths and widths. Your letter states that the rags will be used for paint projects, staining, cleaning, dusting and other household tasks. The rags contain cuts, torn edges, rips, stains and tears.

The applicable subheading for the rags will be 6310.90.2000, Harmonized Tariff Schedule of the United States (HTS), which provides for used or new rags, scrap twine, cordage, rope and cables, and worn out articles of twine, cordage, rope or cables, of textile materials: Other: Other The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
